[squid-users] I keep getting connection refused

I have just finished setting up Squid and I am having the hardest time. I
have tried everything. The current problem I am having is that I have to
reload the page 20 times for me to see the page load once. The other 19
loads are a connection refused error.

My squid.conf is as follows:

* couldn't connect to host
