Try something like

acl ebay dstdomain .ebay.com
acl restrict_ip src IP_TO_BE_RESTRICTED/NETMASK

http_access deny ebay restrict_ip

Be sure to place the http_access statement *before* other less
restrictive http_access statements. Rules are processed in the order
they appear.
