Depends on what they are working on.
The developers working on the main Squid tree work in the
cvs.squid-cache.org repository.
Developers working on some new feature not yet in the main tree work
within a branch for the specific project at devel.squid-cache.org.
No one is using the HEAD branches from devel.squid-cache.org. These are
just there to support the development tools for bringing development
branches up to date.
