Then most likely your NAT rules are not correct.

Or you have rp_filter or similar enabled causing the packets to be
immediately discarded.

Or other firewalling rules discarding the traffic.

  iptables-save -c

  grep . /proc/sys/net/ipv4/conf/*/rp_filter
