Please post these outputs,

# tcpdump -i any - n

# iptables -t nat -L -v

Are you using ip_gre module ? Then make sure a gre tunel is configured
so then the router <-> cache_server communication can happen.

About your Config, I do not see:

tcp_outgound_address 192.168.0.5
wccp_outgoing_address 192.168.0.5
