according to your access.log, request to yahoo chat
room is :

http://insider.msg.yahoo.com/ycontent/? -
DIRECT/68.142.231.252
text/xml

your proxy directly try to get the contents list of
chatrooms from yahoo server but time out while waiting
replies.

try to get url http://insider.msg.yahoo.com only and
see what happen? if it is also time out maybe your
access to insider.yahoo.com get blocked by firewall
