It can, with some third-party help.. on the webserver where you run
cachemgr.cgi set up an stunnel providing SSL access to a Squid https_port.
Then tell cachemgr.cgi to connect to this stunnel rather than directly to
Squid.

Patches always preferred in favor of bug reports.. Adding OpenSSL support
to cachemgr.c should not be very hard.

As this is not a bug it will not make it into a Squid-2.5 release, but if
a patch is submitted to Squid-3 I happily include it there.
