Here, starting from the 2.3 STABLE 4, you can always find the Windows binaries.

The Windows port of Squid 2.5 can be compiled with Microsoft Visual Studio
6 SP6, MinGW+MSYS or Cygwin, but the first two are a better solution.
The provided binaries are compiled with VS 6.
