If you plan on using WCCP your OS must support WCCP. It is not sufficient
to just have WCCP control channel support in Squid, you also need WCCP
data channel support in the low level TCP/IP stack to allow the server to
act on the redirected packets once Squid and the router has agreed on the
use of WCCP.

This is also the reason why you need to load special WCCP drivers on Linux
or FreeBSD proxy servers in a WCCP setup. WCCP is quite different from
normal TCP/IP networking and is not supported by default by the TCP/IP
stacks.
