Squid 2.5 satble 3 is not provided by redhat 9 by default and you should
compile it to work and it is normaly is in /usr/local directory so it is not
on the deafult path of your system.
you shuld be in /sbin directory of your squid and run ./squid -z command to
create spool directories.
