Try this:

acl myusers proxy_auth REQUIRED

external_acl_type ip_auth %SRC %LOGIN
/path/ip_user_check -f /path/ip_and_userID

acl ip_auth_acl external ip_auth

http_access allow myusers ip_auth_acl
