I have worked it out with your help.
I just created 2 groups of users and 2 url_regex lines, popped them in the
config file in order and it works perfectly.

Easy enough:
acl programs url_regex -i \.exe$ \.zip$
acl program_users src 192.168.0.1 192.168.0.2
http_access allow programs program_users
http_access deny programs
