What Is Cygwin?
Cygwin is a UNIX environment for Windows

This means you might be able run squid on a emulated unix
environment on your M$ box. This is not a version of squid for NT.
You would have to install and configure squid on top of cygwin with
no mouse to assist you.

You'd better go for http://www.microsoft.com/proxy/Support/proxyupdate.asp
