yes that was it..
i added in blacklist/mail/domains a domain i want to ban
and suddenly the file owner changed.
in squidguard.log i says :
>>/path/to/domains:permission denied
>>going into emergency mode
after i changed back the owner i restartet squid -k reconfigure
and now its working again.
