But that is what his email is. It had an additional section that the mime
type was HTML.

The first section was multipart/alternative

then it was text/plain

and then it was text/HTML

There were two copies of the same message. One in plain text and a second
in html text. From what you are discussing, that email would have been
rejected, correct?
