When Squid first starts up it can be a fairly intensive operation while it
initialises. You could try a couple of things:
1) Backing off to a slightly older version of Squid, say 2.3STABLE4 and see
if the problem still occurs.
2) Upgrading to 2.2.19, pre .19 kernels have a couple of nasty VM bugs
that you may be hitting in low memory situations.
