EEPro? I have heard there's a test release of a driver which works well.
Try the latest 2.2.16 pre-release, or search for a new driver on a web site, or
use a DEC chip ("tulip") based network card, the $20 - $30 ultra cheap network
cards based on the same DEC chips used in rather expensive routers such as 7206
and 7513 :-) They're much cheaper and much better than EEPros.

ifdown eth0
ifup eth0
(assuming RedHat since that's what most people asking simple questions use :-)
