Probably a browser problem where it saves the downloaded file as text.

Try
ftp://ftp.linuxrouter.org/linux-router/dists/2.9.4/idiot-image_1440KB_2.9.4;type=i

Or change your Squid mime.conf to use application/binary as default mime
type. Icons for both ;type=i (download) and ;type=a (view as text) is
provided in Squid generated direcory listings for your convenience when
browsing FTP sites.
