You probably need to give localhost access to the manager interface, or
use the official name of your squid server instead of localhost in the
cachemgr.cgi form.

http_access allow localhost
> http_access allow manager localLAN
> http_access deny manager all
> miss_access allow manager localLAN
> miss_access deny manager all
