That Squid has failed to reach the destination servers far to often, and
now stops to announce itself as a viable parent on ICP queries. The idea
behind this is that if this Squid has trouble reaching the destinations
then there is probably a networking or overload problem somewhere and
other Squids should not use it as a parent.
