- what do you want to accomplish?
local_ip 10.0.0.1 defines that this ip is on a local network.
- is a Webserver running on port 80 on the machine that has the ip 10.0.0.1 ??
- can you "ping" 10.0.0.1 from the machine squid is running on?
- can you do a "telnet 10.0.0.1 80" from the machine squid is running on?
- is the client able to retrieve http://10.0.0.1/ if not using the proxy?
