Squid does not interpret HTML bodies. This is in compliance with HTTP.
The origin server and/or browser MAY do that.

According to the HTTP headers that you sent in you second message, there was
no Expires, Pragma, or Cache-Control header. Thus, the origin server was not
configured to interpret META HTTP-EQUIV tags.
