This is already possible. Digests are cachable objects and can be
disseminated the same way Web pages are.
All you need to do is to tune your cache in such a way that your cache will
first ask that "central" cache for peer digests. The "central" cache will
serve a cached digest (hit) or will fetch a digest for you (miss) if
configured properly.

Just "GET http://another.cache.net/squid-internal-periodic/cache_digest"
sent to that "central" cache of yours...
