IMHO, this is a bug, but there's a simple workaround.
If you cache dir is /usr/local/squid/cache, change the owner of /usr/local/squid
to the user squid runs as, execute squid -z and restore the permissions.
My setup has /var/cache/squid for squid cache, but even if that directory is
owned by squid, during the swap creation, squid need that /var/cache is owned by
him too.
