Setting your *hard* limit AND your *soft* limit just before running the
configure script will set up the correct things.
The autoconf script will check your limits and configure the right
parameters.
The good thing is that, you can still change this limit "on the fly" at
the time you launch the proxy app, by setting your hard limit to any
value you need according to :
0 < limit_you_set < hard_limit_at_compile_time
Remember the only valid limit is the hard one. Squid will try to raise
it's soft limit to the set hard one.
