This is the intended behaviour.
Reason: POST requests are always uncacheable, and there is no reason tho
have uncacheable requests traverse a cache hierarchy.

There is however support for forcing squid to ALWAYS go thought a parent
(required in firewall situations), by using inside_firewall.
