ftpget and squid 1.1.9

I just had a rather un-nerving experience with ftpget that comes with
squid 1.1.9. Basically what happened was this..

One of the ppl that connects to my system used netscape on their Win95 box
to ftp a file. This didn't seem to be getting anywhere really well (the
x-fer itself had started, but hadn't got more than 1% on a file of a few
meg), and they cancelled the ftp. All seemed well and fine, till about 1/4
hr later, I noticed other things on my network going awry. I couldn't even
PING my upward host to the net. Once I logged on the host machine and
looked at what processes were running, I noticed ftpget was grabbing this
file STILL, and flooding my link totally. I killed ftpget from the
command line, and all is fine now....

I'm running Redhat 4.0 linux, kernel 2.0.29, and squid 1.1.9. I know the
'retrieve file if x% left' variable exists, but it's the default. Is there
any throttling mechanism in squid at all?
