Yes, does not allow != does not specify. None of the methods in RFC2616
disallows entity-bodies in the request.

Plus the above is a client requirement in composing messages, not
message parsing or server/proxy requirement.

This text has been rewritten somewhat in HTTPbis to be more balanced,
with instructions both for origin servers and proxies on how to deal
with such request entities.
