range support

lets not remove fucntioning code again...

the range support appears functional for both trivial and complex ranges
in the squid3 fix-ranges branch on devel.squid-cache.org.

It *badly* needs testing and feedback though. It's very up to date with
regards merges from HEAD, so there should be no unexpected issues, other
than the range support itself.

Please... test away.

Once this is in HEAD, we can start a release cycle IMO.
