Well, I think that if you have the capabilities, a GRE subset just for making WCCP work on
Digital Unix will worth the effort.

I think you're very unlikely to get GRE working on Digital Unix at this point,
unless you get someone to implement GRE over the top of a packet capture
library. I've been considering doing that to port pptpd to Digital Unix but
it didn't seem worth the effort.
